Abstract of Meeting Minutes of Technology Commission Meeting, Belgrade 2006

1.    SICA Involvement
Technology Commission will withdraw from the involvement of SICA, an initiative of the European Community, since its relevance is more to arts groups, not to technicians. It is suggested that Education Commission might consider the suitability to build up the connection with SICA.

2.    Risk Assessment
The practices, expectations, and legal requirements for risk assessment vary from country to country. Technology Commission will post the tables and information for the following countries: Belgium, Netherlands, and UK on Technology Commission website for reference. In addition, German forms are available on DTHG website. (Deadline: March 1, 2007)

3.    Costing Forms
Technology Commission members are encouraged to send their preferable or current costing formats/templates to Belgian Centre, which is responsible for putting those samples on Technology Commission website for reference. (Deadline: March 1, 2007)

4.    Sample Solutions for Theatre Design
This was proposed by Mr. Hazenm Shebl, an Egyptian designer, in Toronto, March 2005. Considering this sort of information is usually accessible on the websites of most theatre nowadays, it seems there is no need of extra efforts for Technology Commission on this issue. Technology Commission members will be glad to provide assistances to any individual or institution in their home countries.

5.    Theatre Atlas Template
The TC compiled a template to help technician to distribute technical info about their theatre. It is based on an excel spreadsheet. The TC had the impression that in today’s internet world this method had become obsolete. This meeting showed us that the template is still of importance to many colleagues. The TC will further promote and develop the Theatre Atlas.

6.    Technical Riders
Similar to the theatre atlas we will develop a template for a production rider in order to help colleagues to draw up relevant technical information sheets for their productions

7.    CEN 25
the CEN Workshop ‘Lifting and load-bearing equipment for stages and production areas within the entertainment industry’. Is working on a European standard. The TC is following this discussion, and will communicate its results to the world wide technical community.

8.    Needs of Emerging Countries
As the change of mission of OISTAT, Technology Commission encounters alteration of business models as well: from “Western to Eastern” to “Developed to Economically Challenged/Emerging”.
The most common issues those countries or economics come across include the lack of education/expertise of technicians, no clear instruction/access to helpdesk of newly imported technologies/equipments. Although the participants all agreed that to meet up is the best way to exchange information, the cost constrains for such meetings/gathering for those from such countries and economics have also to be taken into consideration. YUSTAT representative, Alex Brkic is interested in possibilities of asking promoters to provide feedback on the quality of technical support on festivals, and of visiting technicians to provide training on fundamental skills.
It is decided to make Serbia a “Pilot Project” for the Commission’s new business model, “Developed to Economically Challenged /Emerging”. There is no explicit plan for this project at this point and all kinds of proposals are welcomed.
YUSTAT representative will draft proposals for Technology Commission to provide guidance in the developing of training for theatre technicians in Serbia for Technology Commission members’ reference. (Deadline: End of September, 2006)
Extended from the above discussion, Technology Commission had also addressed topics of how to increase the visibility of Technology Commission and its work and the exposure of Technology Commission to local societies of the member countries. Technology Commission will ensure that its work is well-broadcasted and publicized; and Technology Commission will devote more to supply information and know-how in need to local communities.

9.    Technology Commission Section on OISTAT Website

Technology Commission has discussed the cross-commission cooperation for joint projects, such as Scenofest section on OISTAT website. There was also a demonstration of how to use the new OISTAT website in the end of this discussion.

10.    Technology Commission Section on OISTAT Portfolio
The content of Technology Commission section on OISTAT portfolio will be revised. (November 1, 2006)

11.    Scenofest Involvement
Marina Raytchinova, Education Commission and Scenofest, has presented the information of the progress of Scenofest project. There will be a full day during Scenofest for Technology Commission; all the members are welcomed to propose for this “Tech Day”, such as workshops, presentations and other forms of activities.

12.    Next Meetings
